Legislative Framework

Vanuatu’s maritime sector is governed by a comprehensive set of laws designed to ensure the safety, regulation, and sustainable management of maritime operations within its jurisdiction. The legislative framework is built upon three core Acts.

Each of these Acts is supported by a series of amendments that reflect changes in policy, evolving safety standards, and international maritime obligations. The documents below are available for download for reference and compliance purposes.

The Shipping Act

Cap 53

This Act regulates the registration, operation, and inspection of vessels in Vanuatu, including provisions for crew certification, vessel safety, and enforcement.

The Vanuatu Maritime Services and Regulation (VMSR) Act

Often referred to as the VMSA Act, this legislation establishes the powers, duties, and structure of the Vanuatu Maritime Safety Authority, including its role in maritime oversight and administration.

The Maritime Act

Cap 131

This foundational Act governs maritime activities including ports, navigation, shipping operations, and maritime offences.

Maritime Conventions Ratification Act

The Maritime Conventions Ratification Act 2017 establishes the legal authority for the Republic of Vanuatu to ratify and give domestic effect to key international maritime conventions. This Act enables Vanuatu to align its national maritime laws with global standards by formally adopting treaties developed by the International Maritime Organization (IMO) and other relevant bodies. It provides the framework through which Vanuatu affirms its commitment to safety at sea, marine environmental protection, and responsible maritime governance.
